Documentation and Pre-Voyage Risk Assessment

Complete Documentation Does Not Always Mean a Resolved Cargo Risk.

Declarations, safety data and supporting documents are essential. They can still be incomplete, inconsistent, technically ambiguous or formally acceptable while leaving significant operational questions unanswered.

Typical Situations

  • A booking or shipment requires additional independent review
  • Declared information and supporting documents do not align
  • A cargo property creates concern beyond the face of the declaration
  • The organisation needs a structured pre-voyage risk view before acceptance or loading
  • A second opinion is needed before escalating, rejecting or accepting a cargo decision

Possible Outputs

Possible mandate outputs include an independent documentation review, risk-question register, advisory note, evidence-gap assessment, decision summary or management briefing.

A Proportionate Approach

The review should be proportionate to the decision. The purpose is not to create paperwork for its own sake, but to identify the information that materially changes the cargo-safety position.

Please do not send confidential documents until the scope and an appropriate communication channel have been agreed.
